For more information: The Latin America and Caribbean (LAC) Regional Energy Unit The Latin America and Caribbean (LAC) Regional Energy Unit operates in the context of the overall Bank mission while focusing on the key energy challenges for the region. Lending and analytical activities focus on sectoral reforms and strategic investments across a wide range of areas, with the common objective of contributing significantly to economic growth through transparent, viable and sustainable energy sector development solutions (examples include energy subsidy reform, effective tariff design, institutional and governance strengthening, financially sustainable utilities, emerging innovative solutions, creating enabling environments for private sector participation, among other). The unit seeks an Extended Term Consultant (ETC) who will be responsible for providing project management, support and lead technical and analytical tasks to the lending and advisory portfolio in the LAC region, with a specific focus on Brazil, as well as one or 2 other countries. The Bank support to the energy sector in the region is integrated in a coordinated effort led by the Governments and partners in overall sectoral reform as well as a variety of sub-sectors, including electricity legal, regulatory, market, utilities and institutional framework; energy efficiency; renewable energy development and integration into power systems and markets; social and climate resiliency, with the common objective of contributing significantly to the countries’ economic growth through a transparent, viable and sustainable energy sector development; innovative financing of clean energy solutions through sustainable mechanisms, in particular to attract further private sector participation. The term duration for the position is 24 months, extendable by another 12 months. As a member of the team, you will report to the Practice Manager of ILCE1 and work alongside a group of professionals based in Washington DC and throughout the region, performing the following duties: - Operational tasks Lead and/or contribute in operational tasks linked to projects of the LAC Energy Unit in Brazil, with a primary focus on the Brazil Partnership for Market Implementation (Brazil PMI P512142) supporting the implementation of the Brazil Emissions Trading Scheme and Carbon Crediting, and, as needed, on other energy programs in Brazil and the LAC region. Working closely with relevant task team leaders (TTLs) and liaising with the relevant Bank’s Country Management Units (CMUs), such tasks may include planning and participating in preparation and supervision missions; drafting sections of project documents; leading aspects of operations and providing advice and inputs into project designs and institutional arrangements; developing and evaluating project budgets and implementation schedules; review of consultant reports and project implementation plans; coordinating mission Aide Memoires; drafting of Implementation Supervision Reports (ISRs); tracking overall project progress, identifying issues requiring attention and proposing options to resolve them; participating in key project workshops, trainings and other events; procurement of consultants for operational needs; preparing case studies, briefs, and notes, presentations on country programs, internal strategy papers. Regarding specifically the Brazil PMI, this will include supporting the execution by the Bank of the corresponding PMI grant, including: (i) provide technical and administrative support to progress the ISP activities, including assisting with the preparation of technical documents (including research and analysis), developing terms of references to progress specific consultancies, coordinating inputs on CPI development and implementation (including organizing meetings and cross organizational consultations), preparing records of meetings and agreements, (ii) contribute in technical discussions on the establishment of the SBCE systems, including the ETS, carbon crediting, the MRV system, and the registry system; (iii) monitor project’s implementation, including overseeing consultancies work, revising technical reports and ensuring that outputs comply with the requirements of the respective ToRs; (iv) assist with project’s communication strategy and events, including seminars and workshops; and (v) assist the drafting of WB’s internal reports and the compliance with internal procedures. - Engagement and technical Coordination with Key Stakeholders. Liaising with key internal and external partners, and ensure follow-up on inquiries from clients, donors, Civil Society Organizations, etc. on Bank energy activities. Expected to represent the Bank’s energy team in engagements with sub-national authorities. Regarding specifically the Brazil PMI, this will include liaising with organizations representing or working with entities to be regulated by the SBCE. - Analytical Work. Working closely with relevant task team leaders and management, lead and provide specific inputs to advisory and analytical work in Mexico and other energy programs in LAC. Such work may include economic analysis, review and analysis of policy and regulatory frameworks, analysis of energy balances/demand, preparation of renewable and energy efficiency resources assessment and planning, contribution to the design of renewable energy financing instruments, energy efficiency and access to electricity and related work, as well as assessment of climate change measures. Regarding specifically the Brazil PMI, this will include in particular the preparation and the supervision of the economic analysis and modeling of the design and assessment of the SBCE. - Liaison with Government. Represent the energy team at project meetings and workshops, follow-up on key government actions (e.g. procurement, reporting), lead on select aspects of the Bank’s dialogue, engage in negotiations, proactive identification and resolution of Bank/client issues, monitor changes in government that may affect the energy programs, etc. Regarding specifically the Brazil PMI, this will include helping and contributing to the collaboration with the counterparts in the Ministry of Finance and the Ministry of Environment as well with the Managing Body and the Technical Advisory Committee of the SBCE once established. - Other. Carry out other ad hoc tasks, as requested by the TTLs and the EEX Practice Manager for LAC, which may include preparation of briefings, organization of workshops and seminars, development of portfolio summaries, organization of key knowledge exchange events, coordination of publication of unit reports, etc., and providing operational and analytical support to energy projects and programs in other LAC countries depending on the business needs. Preparation of funding proposals and support mobilization of technical assistance resources, and associated monitoring and reporting.
