Duties and ResponsibilitiesBackground The main mandate of the United Nations Human Settlements Programme (UN-Habitat) is to promote sustainable development of human settlements and policies conducive to adequate housing for all. Within this framework, UN-Habitat supports central and state governments, as well as local authorities and other partners for the implementation of the Habitat Agenda, the 2030 Agenda with the Sustainable Development Goals and the New Urban Agenda. UN-Habitat helps the urban poor by transforming cities into safer, more inclusive, compact, integrated, resilient and connected places with better opportunities where everyone can live with dignity. It works with organizations at every level, including all spheres of government, civil society, and the private sector to help build, manage, plan and finance sustainable urban development. The Regional Office for Latin American and the Caribbean \u2013 ROLAC \u2013 is based in Rio de Janeiro, Brazil. The Agency puts emphasis on developing and managing activities in the host country. Indeed, for the past years, UN-Habitat has expanded its portfolio in Brazil by working with the three tiers of government to support the formulation and implementation of more effective, sustainable, participative, and socially fairer urban economic, social, and environmental policies. To properly implement the projects in Brazil, an Operations Analyst is required. Report to UN-Habitat Manager The Operations Analyst reports to the Head of Brazil Office, who will evaluate him/her. Responsibilities The Operations Analyst will support the implementation of the projects, and their activities, with the following responsibilities: a) Ability to work independently, performing and monitoring personnel recruitment and administration processes, including contract admissions, renewals and amendments, workforce planning, and maintenance of personnel records. b) Review and consolidate consultants\u2019 reports and support documentation required for contract administration and payroll-related processes. c) Maintain and oversee administrative, operational, and personnel databases, trackers, dashboards, and reporting tools, ensuring data accuracy and timely updates. d) Manage documentation and filing systems, ensuring effective records management, accessibility, confidentiality, and compliance with organizational requirements. e) Contribute to audit activities, internal controls, compliance reviews, and monitoring exercises, ensuring adequate documentation and adherence to administrative and financial procedures. f) Draft, review, and process official correspondence, reports, memos, and other administrative documents in support of administrative/institutional activities. g) Collect, analyze, interpret data, and provide insights and recommendations that support strategic decision-making or management solutions. h) Identify and implement improvements in administrative, HR, and operational workflows, including the use of digital tools, automation initiatives, and process optimization measures. i) Perform other related duties and participate in missions as required to support administrative delivery, operational effectiveness, and organizational objectives. j) Provide administrative support, ensuring alignment with organizational procedures, deadlines, and project requirements. k) Maintain organized records of project activities, risks, and key documentation. l) Have compliance with UN-Habitat quality standards and project requirements, ensuring consistency with institutional guidelines, methodologies and expected outcomes. m) Ensure the adoption of ethical principles in the course of the consultancy, particularly regarding active listening, respect for diversity and the promotion of safe, inclusive and participatory learning environment. n) Perform any other duties assigned by the supervisor, consistent with the functions of the position. The consultant will be responsible for completing all courses and training activities that are indicated to him/her by his/her supervisor. The security course BSAFE, from UNDSS, is required to be accredited during the first month of employment. The consultant will be responsible for his/her own security, so the person should get familiarized with United Nations security mechanisms and comply with them according to the Framework of Accountability for the United Nations Security Management System. Outputs/Work Assignment The Operations Analyst will support the implementation of the projects, according to the stated responsibilities.

Qualifications/special skillsEducation Required: \u2022 Bachelor's degree in Human Resources, People Management, Administration, Business Management or related fields is required, or additional three (3) years of relevant experience to the post, beyond the requirement. Work experience \u2022 Minimum four (4) years of experience in human resources, and/or administrative, operational activities in Brazil is required. \u2022 Familiarity with, and interest in urban development and climate issues as well as the Organization's global urban agenda is desirable. \u2022 Previous experience within the UN System is desirable. Skills \u2022 Proficiency in Office Package (MS Word, Excel, PowerPoint, and Outlook) is required. \u2022 Knowledge of recruitment processes, contract administration routines, and payroll related administrative procedures is required. \u2022 Mastery of technological tools and use of software and online platforms is required. \u2022 Ability to manage multiple tasks simultaneously while maintaining accuracy, organization, and compliance with procedures is required. Languages\u2022 English and French are the working languages of the United Nations Secretariat, and Spanish is the working language of the Regional Office. \u2022 For the post advertised, fluency in Portuguese and working knowledge of English are required.

Additional InformationTravel details: Applicable The consultant must be available to travel to the places related to the activities in the country, if requested by the Head of Brazil Office. Missions will be coordinated and financed by UN-Habitat, according to the United Nations travel rules and guidelines. Contract type LICA, UNOPS, with Cigna health insurance. Remuneration Remuneration will be determined in accordance with the applicable UNOPS Local ICA or UNDP\u2019s salary scale and the level established through the official classification process.
