Work LocationHome based Expected durationFour (4) months Duties and ResponsibilitiesBackground The main mandate of the United Nations Human Settlements Programme (UN-Habitat) is to promote sustainable development of human settlements and policies conducive to adequate housing for all. Within this framework, UN-Habitat supports central and state governments, as well as local authorities and other partners for the implementation of the Habitat Agenda, the 2030 Agenda with the Sustainable Development Goals and the New Urban Agenda. UN-Habitat helps the urban poor by transforming cities into safer, more inclusive, compact, integrated, resilient and connected places with better opportunities where everyone can live with dignity. It works with organizations at every level, including all spheres of government, civil society, and the private sector to help build, manage, plan and finance sustainable urban development. The Regional Office for Latin American and the Caribbean – ROLAC – is based in Rio de Janeiro, Brazil. The Agency puts emphasis in developing and managing activities in the host country. Indeed, for the past years, UN-Habitat has expanded its portfolio in Brazil by working with the three tiers of government to support the formulation and implementation of more effective, sustainable, participative, and socially fairer urban economic, social, and environmental policies. Since 2017, the project Urban, Sustainable, and Inclusive Prosperity in the State of Alagoas – An Integrated Initiative (known as “Visão Alagoas 2030”), a partnership between the State Government and UN-Habitat, has strengthened institutional capacity to plan and implement state public policies aimed at sustainable urban development. Among the initiatives to be implemented, the product \"Support for Strengthening the State of Alagoas Multiannual Plan\" aims to strengthen the technical capacities of the Government of the State of Alagoas for the production, analysis, and use of data and indicators in public policy planning, monitoring, and evaluation, with particular emphasis on their application to the Multiannual Plan and evidence-informed decision-making. As part of this product, a training course on Indicators for Public Policy Monitoring will be delivered to state government officials. The course will cover the following topics: (i) monitoring and evaluation within the public policy cycle; (ii) indicator development, including the definition of objectives, selection of variables, data sources, and quality criteria; (iii) the organization, analysis, and communication of indicators to support decision-making, including the use of digital tools and artificial intelligence to support public management; (iv) the integration of the Sustainable Development Goals (SDGs) into the Multiannual Plan; and (v) indicators for analysing inequalities and applying analytical perspectives related to race/ethnicity, gender, and territory. The course shall adopt an applied approach, incorporating case studies and practical exercises tailored to the context of state public administration. Additional topics related to the central theme may be included in the course agenda whenever necessary to achieve the proposed objectives. The training course will be delivered in person in Maceió and will be offered in two cohorts, each comprising approximately 50 participants, with a workload of 20 hours. To properly implement this initiative, a Public Policy Monitoring Indicators Consultant is required to design and deliver the course, ensuring the technical quality of the content, the pedagogical coherence of the training, and the integration of gender, urban safety, and right-to-the-city approaches. Report to UN-Habitat Manager The Public Policy Monitoring Indicators Consultant reports to the Head of Brazil Office, who will evaluate him/her. Responsibilities The Public Policy Monitoring Indicators Consultant will support the implementation of the project, and its activities, with the following responsibilities: a) Develop the training materials, in slide presentation format, covering the objectives, agenda, methodology to be adopted, content to be addressed, as well as the practical and interactive activities to be carried out, among other elements necessary for the effective delivery of the training course. b) Design and deliver the training course, in coordination with the UN-Habitat team and the Government of the State of Alagoas. c) Ensure the integration of theoretical and practical content related to public policy monitoring and evaluation, the development and use of indicators, evidence-informed decision-making, government planning, and the integration of the Sustainable Development Goals (SDGs) into the Multiannual Plan. d) Systematize the results of the training course, including a description of the content and agenda, the methodology adopted, the activities and dynamics carried out, the participants’ profile, the results of the self-assessment instruments, and the lessons learned throughout the activity, in accordance with the template provided by the UN-Habitat team. e) Ensure the adoption of ethical principles in the delivery of the training, particularly regarding active listening, respect for diversity, and the promotion of a safe, inclusive, and participatory learning environment. f) Participate in alignment, monitoring, and technical validation meetings with the UN-Habitat team and the Government of the State of Alagoas. g) Develop reports following ABNT guidelines, ensuring alignment with UN-Habitat’s quality standards and project requirements. The consultant will be responsible for completing all courses and training activities that are indicated to him/her by his/her supervisor. The security course BSAFE, from UNDSS, is required to be accredited during the first month of employment. The consultant will be responsible for his/her own security, so the person should get familiarized with United Nations security mechanisms and comply with them according to the Framework of Accountability for the United Nations Security Management System. Outputs/Work Assignment The Public Policy Monitoring Indicators Consultant shall assist in the implementation of the project, according to the stated responsibilities and the delivery of the following products: Product 1 – Capacity-Building Training Package on Public Policy Monitoring Indicators Description: The training materials, in slide presentation format (Canva or PowerPoint), shall include the objectives, agenda, methodology, content to be covered, as well as the practical and interactive activities to be carried out, together with any other elements necessary for the effective delivery of the training course. Expected delivery date: 30 days after signing the contract. Product 2 – Activity Report of the Training on Public Policy Monitoring Indicators Description: The Activity Report shall be prepared upon completion of the training course and shall present a systematization of the course content and agenda, the adopted methodology, the carried-out activities and dynamics, the participants’ profile, the results of the self-assessment instruments, and the lessons learned throughout the activity, in accordance with the template provided by the UN-Habitat team. Expected delivery date: 90 days after signing the contract. Qualifications/special skillsEducation Required: • Bachelor’s degree in Public Administration, Public Management, Economics, Statis-tics, Data Science, Social Sciences, Political Science, or related fields. • Postgraduate degree (Lato Sensu or Stricto Sensu) in Public Administration, Public Management, Public Policy, Economics, Statistics, Data Science, Social Sciences, or related fields is required, or additional four (4) years of relevant experience to the post, beyond the requirement. Work experience: • Minimum six (6) years of professional experience in data and public management in Brazil is required. • Good knowledge of international, national, and subnational good practices in Monitor-ing, Evaluation, Accountability, and Learning (MEAL) is desirable. • Experience in capacity building and training of multidisciplinary teams in the public sector is desirable. • Previous experience within the UN system is desirable. Skills: • Strong capacity to deliver training for education professionals and/or public sector programmatic staff is required. • Ability to conduct theoretical and practical activities using agile methodologies and inclusive, participatory approaches is desirable. • Excellent written and spoken Portuguese is required. • Good command of technological tools, such as Microsoft Windows and Microsoft Of-fice, is required. Knowledge Management • The person must know the processes, procedures, and norms of UN-Habitat, to guar-antee an adequate quality of the activities described above, following the standards of the organization. • The person will propose formats and procedures that allow the efficient implementa-tion of the activities related to the project development. • The person must know the file of the Office, work with it, and ensure its proper maintenance, accessibility for all staff, and due updating. • The person will prepare databases related to the project running. • The person will make sure that all relevant technical information will be adequately shared with the correspondent staff. • The person will ensure that all produced material will be fit-for-purpose and delivered, in an organized way, for posterior consultation and use of the Agency. • The person will only share the information produced with the team agency, assuring the privacy of the content. Languages• English and French are the working languages of the United Nations Secretariat, and Spanish is the working language of the Regional Office. • For the post advertised, fluency in Portuguese is required. Additional InformationTravel details: Applicable The consultant must be available to travel to the places related to the activities in the country, if requested by the Head of Brazil Office. Missions will be coordinated and financed by UN-Habitat, according to the United Nations travel rules and guidelines. Remuneration LICA 3 (part-time 50%) – BRL: 19.300 (Total net amount) UNOPS Salary Scale The consultant will receive a total amount of BRL 19.300, according to the following schedule: • Payment 1 [40%]: Upon delivery and approval of Product 1 (BRL: 7.720) • Payment 2 [60%]: Upon delivery and approval of Product 2 (BRL: 11.580) Notes Appointment against this post is on local basis and only nationals from Brazil or external candidates who hold a permanent visa in Brazil may apply.
