Proposal Manager II

Fortrea seeks a Proposal Manager II to lead end-to-end proposal development for medium to highly complex pharmaceutical and biotech client opportunities. The role coordinates across business units to deliver competitive proposals, manage pricing negotiations, and supervise junior staff while maintaining technical and regulatory knowledge.
Responsibilities
- Own end-to-end proposal development including RFPs, budgets, pricing, and client responses
- Coordinate across multiple business units and external partners to meet client requirements
- Manage negotiations on pricing, resources, and project timelines
- Supervise junior proposal staff including scheduling, performance evaluation, and training
- Ensure timely, high-quality deliverables and identify process improvements
Requirements
- Bachelor's degree in related field or equivalent work experience
- Minimum 6 years budget and text development or CRO/pharma experience
- Advanced MS Office proficiency, especially Excel and Word
- Proposal management software experience (Salesforce, Qvidian, or similar)
- Strong written communication and text editing skills
- Project management and multitasking across matrix environments
- Scientific or technical knowledge relevant to client operations
