How can you make a difference?

The consultant will support UNICEF Brazil in the development of an intersectoral Social and Behaviour Change (SBC) strategy to prevent corporal punishment and other forms of physical violence against children, building on the evidence generated by UNICEF’s formative diagnoses (to be shared by UNICEF). The assignment will focus on designing and facilitating a partner-driven process to translate evidence into a practical SBC strategy and an accompanying work plan.

The strategy-building process will include: (i) a three-day, in-person workshop in Brasília with selected actors from the Child Protection System (Sistema de Garantia de Direitos) and other relevant stakeholders, during which the consultant will facilitate the available evidence, introduce SBC concepts and frameworks, and guide the joint development of the strategy; (ii) follow-up work by thematic working groups, established during the workshop, to prepare short preparatory notes and inputs; and (iii) a two-day online consolidation workshop to finalise the strategic direction, priorities, and implementation approaches. The strategy will subsequently be presented in an additional 2-day in-person meeting in Brasília for validation of the proposed strategic directions, implementation approaches, and partner roles and responsibilities. Following this workshop, the consultant will revise the draft strategy and work plan and submit a near-final version of the strategy and work plan for UNICEF-led review with partners, before producing the final approved SBC strategy and work plan. The hired professional will be responsible for:

•  Work plan, methodology and facilitation design: based on the findings and recommendations from the research, prepare a detailed methodology and work plan for the overall strategy-building process, including the agendas, invitations, session plans, facilitation approaches, and materials and tools for both the in-person and online workshops.

•  Delivery of the two in-person workshops in Brasília (first 3 days, second 2 days) : develop and deliver all content for the workshops. The first should include presenting the available evidence, explaining SBC and relevant frameworks, and facilitating structured discussions that lead to agreed strategic pillars, priority audiences, behavioural objectives, and roles for partners. The final in-person validation workshop should be dedicated to validating the draft strategy and work plan at the level of strategic directions, implementation approaches, partner roles and responsibilities, and key decisions, while identifying any agreed revisions and outstanding issues to be addressed in the near-final draft for UNICEF-led circulation and final partner review.

• Consolidation, drafting and finalisation : support the establishment and coordination of partner working groups and provide ongoing support, templates/guidance for preparatory notes; design and facilitate the two-day online consolidation workshop sessions; draft the SBC strategy and work plan; incorporate feedback received through the validation processes; and deliver all the final approved documents and annexes.

Minimum requirements:

• Education: Bachelor's degree in Communication, sociology, anthropology, psychology, public relations, international relations, education or another relevant technical field in social or behavioural sciences.
• Work Experience: A minimum of eight years of professional experience in developing, implementing, and evaluating behavioral change strategies and/or research at the national and/or international levels is required. Candidates must attach to their candidacy a list or portfolio containing examples of research and strategies/plans they have commissioned, coordinated, led, or conducted in the field of behaviour change.
• Skills :Demonstrated ability to stay current with new developments in the SBC field. Familiarity with new and emerging approaches such as behavioural insights, human-centred design, and social listening, among others is a plus. Proven ability to manage relationships with and engage partners, including government counterparts at different levels, as well as civil society partners and local communities.
• Language Requirements:  Fluency in Portuguese is required.
• Desirables:  Experience with child protection research and programming related to Ending Violence Against Children in Latin America and the Caribbean region is a strong asset.
