1. Assume overall responsibility for the industrial complex’s HSE team and management system. Develop annual HSE objectives, work plans, workforce plans, departmental budgets, and key improvement projects, and be accountable for overall HSE performance.
2. Establish and continuously improve HSE policies, standards, procedures, inspection mechanisms, and accountability systems in accordance with applicable Brazilian laws, regulations, and corporate requirements.
3. Establish an occupational risk management system and organize the implementation of Occupational Risk Management and the Risk Management Program (GRO/PGR), including risk identification and assessment, preparation of the occupational risk inventory and action plans, and ongoing monitoring of the effectiveness of risk control measures.
4. Organize routine safety inspections, special inspections, and management safety tours covering manufacturing, warehousing, logistics, utilities, equipment maintenance, laboratories, and office areas.
5. Establish a permit-to-work system for high-risk activities, with particular focus on hot work, work at height, confined-space entry, temporary electrical installations, electrical work, lifting operations, excavation, equipment maintenance, energy isolation, and work on pressurized systems.
6. Establish and supervise a Lockout/Tagout (LOTO) energy isolation program to prevent unexpected startup, electrical energization, pressurization, or energy release during equipment maintenance, commissioning, and cleaning.
7. Manage safety risks associated with machinery and equipment, electrical systems, regulated equipment, pressure vessels, lifting equipment, forklifts, storage racks, industrial gases, and utility facilities.
8. Ensure compliance with the Brazilian Regulatory Standards (Normas Regulamentadoras – NRs) applicable to the site’s risk profile, including requirements relating to machinery, electricity, material handling, ergonomics, flammable materials, fire protection, confined spaces, and work at height.
9. Lead the establishment and effective operation of the Specialized Services in Safety Engineering and Occupational Medicine (SESMT), coordinating occupational safety engineers, safety technicians, occupational physicians, occupational health nurses, and other professionals in the lawful performance of their duties.
10. Support the lawful establishment and effective operation of the Internal Commission for Accident and Harassment Prevention (CIPA), encouraging employee participation in hazard identification, accident prevention, safety improvement, and workplace harassment prevention.
11. Work with the occupational health and Human Resources teams to establish and implement the Occupational Health Medical Control Program (PCMSO), including occupational medical examinations, occupational exposure monitoring, occupational disease prevention, return-to-work management, and employee health promotion.
12. Ensure that occupational health and safety documentation and eSocial SST information are submitted in a timely, accurate, and complete manner, including information relating to workplace accidents, employee health surveillance, and occupational hazard exposure.
13. Organize the identification, assessment, monitoring, and control of occupational hazards, including noise, heat, dust, chemicals, vibration, radiation, lighting, and ergonomic risks.
14. Incorporate ergonomics and work-related psychosocial risks into occupational risk assessments and improvement plans, and continuously improve work organization, workstation design, and employee health management.
15. Establish a contractor HSE qualification and lifecycle management system covering contractor qualification reviews, site induction, risk communication, work permits, on-site supervision, performance evaluation, and disciplinary action for violations.
16. Implement lifecycle HSE management for site construction, expansion and modification projects, equipment installation, and commissioning. Participate in design reviews, construction method statement reviews, pre-startup readiness confirmation, and final safety acceptance.
17. Integrate HSE requirements into reviews of new projects, equipment, processes, materials, and engineering changes to ensure that safety and environmental risks are identified and controlled before implementation or commissioning.
18. Manage the procurement approval, storage, use, transportation, labeling, Safety Data Sheets, and emergency response requirements for chemicals, flammable and explosive materials, dangerous goods, and industrial gases.
19. Establish appropriate controls for electric shock, thermal runaway, fire, and chemical leakage risks associated with power batteries, high-voltage systems, electric drive systems, charging facilities, and battery energy storage systems.
20. Establish a fire safety management system covering the installation and maintenance of fire protection systems, fire access routes and evacuation passages, fire risk inspections, emergency evacuation, fire brigade management, and fire safety permits and licenses.
21. Establish a comprehensive emergency management system for the industrial complex and develop emergency response plans for fires, explosions, chemical spills, electric shock, confined-space incidents, falls from height, environmental pollution, extreme weather, and other foreseeable emergencies.
22. Organize emergency response teams, emergency resources and equipment, incident command mechanisms, and regular emergency drills. Evaluate drill performance and implement continuous improvements.
23. Establish reporting mechanisms for incidents, near misses, and high-potential events. Organize scene preservation, evidence collection, investigations, root cause analysis, corrective action verification, and site-wide sharing and implementation of lessons learned.
24. Organize rapid response to major injuries or fatalities, fires and explosions, environmental pollution, and other high-risk events. Promptly report such events to company management and support statutory external reporting and regulatory investigations.
25. Lead the establishment, maintenance, and continuous improvement of the ISO 45001 Occupational Health and Safety Management System and ISO 14001 Environmental Management System.
26. Organize HSE internal audits, compliance evaluations, management reviews, customer audits, and third-party certification audits, and ensure that all nonconformities are corrected and verified within the required timeframe.
27. Establish and maintain a register of applicable HSE laws, regulations, permits, and licenses. Regularly identify regulatory changes, assess compliance gaps, and drive corrective actions.
28. Lead or coordinate applications, amendments, renewals, and condition management for environmental licenses and related approvals, ensuring that all licenses and their associated conditions remain valid and are fully implemented.
29. Maintain the necessary professional communication with IBAMA, relevant state environmental agencies, local government authorities, labor inspection bodies, fire departments, and other regulatory agencies, and coordinate regulatory inspections and document submissions.
30. Establish environmental management and monitoring mechanisms covering wastewater, air emissions, noise, solid waste, hazardous waste, soil, groundwater, and water abstraction and use.
31. Manage the classification, labeling, storage, transfer, transportation, and compliant disposal of hazardous and general industrial waste, ensuring that Waste Transport Manifests (MTRs) and final disposal certificates are complete and fully traceable.
32. Manage environmental monitoring programs and regularly analyze data relating to air emissions, wastewater discharge, noise, water consumption, energy consumption, waste generation, recycling, and resource recovery.
33. Establish environmental pollution prevention and spill-control mechanisms, with particular focus on chemical storage areas, oils and fuels, wastewater treatment facilities, hazardous waste temporary storage areas, and stormwater and wastewater drainage systems.
34. Manage the investigation, corrective action, reporting, and closure of environmental complaints, spills, abnormal discharges, and other environmental incidents.
35. Establish an HSE training system and organize induction training, specialized training, and competency certification for new employees, transferred employees, contractors, and personnel engaged in high-risk activities.
36. Promote a strong site-wide safety culture by establishing hazard reporting, near-miss reporting, stop-work authority, management safety observations, and employee participation and improvement mechanisms.
37. Establish an HSE KPI management system, organize regular HSE meetings, and issue daily, weekly, monthly, and special risk reports.
38. Manage HSE expenditures relating to personal protective equipment, fire protection systems, occupational health surveillance, environmental monitoring, waste disposal, and external professional services, while continuously identifying improvement and cost-optimization opportunities.
39. Manage HSE organizational planning, recruitment and staffing, job responsibilities, competency matrices, professional training, performance coaching, succession planning, and talent development.
40. Collaborate with Manufacturing, Engineering, Equipment, Logistics, Quality, Human Resources, Procurement, Legal, Government Affairs, Facilities Management, and other departments to ensure the timely resolution of HSE issues.
